Went to San Diego the summer of 2008 on a J1 and had the time of my life, can't explain how amazing the whole place is. Try stay around Pacific Beach/Mission bay. They are the nicest areas with the best craic. Jobs were hard enough to get and i assume given the troubles now they could be even harder. I got a job in sea world as they held open interviews and hired a good few irish. I'd suggest regularly checking in at the reception for updates on jobs. Also try some of the hotels around sea world and a resort called paradise point. My sister worked there on her J1 http://www.paradisepoint.com/. There is also the option of little non tax jobs if your stuck e.g ice cream shops etc along the boardwalk. Some people we knew got these jobs simply by asking politely around the beach. Overall I'd defo give San Diego a shot, you won't regret it.
